SUS commits an investment of RM15 billion for proposed WtE projects in Malaysia

KUALA LUMPUR, 18 SEPTEMBER 2023 — Citaglobal Bhd and urban solid waste treatment Chinese conglomerate, Shanghai SUS Environment Co Ltd, have signed a memorandum of understanding (MoU) for the joint collaboration and development of Waste to Energy (WtE) projects in Malaysia.

The MoU was signed between Shanghai SUS Environment Co Ltd’s Chief Executive Officer Cindy Li Haiyan, and Citaglobal’s Executive Chairman and President, Tan Sri Dr Mohamad Norza Zakaria during the 20th China-ASEAN Expo and China-ASEAN Business and Investment Summit in Nanning, China.

The purpose of this MOU is to formalise the intention of both parties to explore potential collaboration and assess the feasibility of developing WtE power plants primarily in Malaysia. The plan is to divert all waste from unsustainable landfills to WtE plants and holistically resolve all waste disposal problems in Malaysia.

The signing ceremony was witnessed by the Prime Minister of Malaysia, Yang Amat Berhormat Dato’ Seri Anwar Ibrahim.

Following the execution of this MOU, Citaglobal shall assume a leading role in the project development of the proposed WtE projects in Malaysia. Meanwhile, SUS shall be responsible for financing, building and operating the proposed WtE projects.

SUS is a government linked enterprise incorporated in China, with extensive experience in urban solid waste treatment, eco-industrial park construction, WtE engineering, procurement, construction, operations and maintenance, agricultural and forestry waste treatment and other fields.

It has been selected as one of the “top ten influential enterprises” in China’s solid waste industry for many consecutive years. Together with its Japanese partner, global clean technology giant Hitachi Zosen Corporation, SUS has delivered more than 1,400 WtE plants globally.

Citaglobal’s Executive Chairman and President, Tan Sri Dr Mohamad Norza Zakaria commented, “We are extremely honoured to partner SUS, one of China’s top WtE solutions providers, with a strong and long proven global track record. Waste management has become a must, now that most cities are running out of landfill sites. WtE systems not only provide a high value source of renewable energy, but more importantly, its ability to convert waste into ash can significantly reduce the volume of waste that ends up in landfills.

“We see the development of WtE systems as an overall win-win situation for Malaysia. Besides complementing fossil fuel-based power sources, WtE systems generate renewable energy, reduce landfill requirements, and produce revenue for local municipalities and governments,” said Norza.

Shanghai SUS Environment Co Ltd Chief Executive Officer, Cindy Li Haiyan said, “We are honoured to be in cooperation with a strong company like Citaglobal, to leapfrog SUS’ investment in the Malaysian WtE market. With SUS’ strong extensive track record, we are confident in delivering a modern, clean and efficient WtE plant for Malaysians.

“In Malaysia, 38,000 tonnes of solid waste are being collected daily and being dumped at landfills that occupy 150 acres of land yearly. The Malaysian government has acknowledged this pressing need and has been planning on implementing one WtE plant in every state.

“Respectfully, SUS together with our partner Hitachi Zosen Corp have successfully delivered 1,400 WtE plants globally. We look forward to injecting RM15 billion of foreign direct investment into the Malaysian economy for this purpose,” said Li.

All these are in line with Malaysia’s renewable energy capacity mix target from 40% in 2035 to 70% by 2050, as announced in the National Energy Transition Roadmap in July 2023.

The MOU is effective immediately from the date of execution of the MOU and shall subsist until it is terminated.
